OSCE MISSION IN KOSOVO, SENIOR PROGRAMME OFFICER (CENTRAL ASSEMBLY AND INDEPENDENT INSTITUTIONS SECTION)

Background

The OSCE Mission in Kosovo was established by the OSCE Permanent Council on 1 July 1999. The Mission is responsible for institution- and democracy-building, and the promotion of human rights and the rule of law.


Requirements

- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
- University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
- Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political
  parties/affairs, or economic and political development
- Demonstrable organizational, communication, analytical and interpersonal skills
- Education: Advanced degree in a relevant field
- Experience: Minimum 6 years of relevant professional experience



Mission Specific Requirements

Mandatory:

    - Advance degree in political science, public administration, law, social sciences or equivalent professional experience
    - Experience in providing advice and designing capacity building programme to the executive, legislative branch of government or in an
      independent institution
    - Experience in advising the Legislative and Executive on legislation development
    - International field work experience in capacity building of independent institutions or legislative assembly
    - Project management experience with the ability to develop, implement and evaluate projects, including budgetary oversight
    - Strong drafting skills
    - Strong analytical and problem solving skills
    - Professional fluency in the English language
    - Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds,
      different gender, and diverse political views, while maintaining impartiality and objectivity
    - Cultural sensitivity and judgment
    - Flexibility and ability to work under pressure and within limited time frames
    - Ability to operate Windows applications, including word processing and e-mail

Desirable:

    - Demonstrated knowledge of internationally recognized standards applicable to Human Rights Institutions
    - Experience of working in an Ombudsperson office, an independent institution, or a legislative assembly
    - Knowledge of the political situation, legislative process, civil society and the legal system of the mission area
    - Knowledge of the local language or most common lingua franca spoken in the mission area
