Background
Current political and economic situation in Northern Kosovo does not provide equal opportunities to the majority of population for access to financial support in order to develop business infrastructure or other individual businesses.
Furthermore, the basic municipal infrastructure in the four municipalities is in a very poor state due to lack of funds for maintenance and no investments in developing new infrastructure. This as consequence causes inadequate provision of those municipal services related to infrastructure
Regional Economic Development is emerging in Kosovo as an important model for creating sustainable development in regions while, at the same time, helping to mitigate the social costs of transition, particularly by addressing unemployment. An EU funded survey in 2007 (Regional investment potential) as well as initiatives in disadvantaged areas show that support is needed to both boost overall employment in Kosovo and enhance investments throughout. The capacities for designing and developing concepts for regional initiatives to enhance investments and employment are limited in Kosovo.
Size of grants
Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
Agriculture and Rural Development
Lot 1 - Support to commercial Farms
- minimum amount: EUR 30,000
- maximum amount: EUR 50,000
Lot 2 - Support to dairy, meat, cereals, fruit and vegetables processing sub-sectors of agriculture
- minimum amount: EUR 100,000
- maximum amount: EUR 400,000
Regional Economic Development
Lot 3: Creating favourable conditions for business development and small-scale business related infrastructure
- minimum amount: 100,000
- maximum amount: 400,000
Lot 4: Support to micro, small and medium enterprises
- minimum amount: 20,000
- maximum amount: 100,000
Lot 5: Support to development of basic municipal infrastructure facilities
- minimum amount: 250,000
- maximum amount: 500,000
Support to Civil Society
Lot 6: Support to Civil Society Organisations
- minimum amount: EUR 30,000
- maximum amount: EUR 150,000
Eligibility
Agriculture and Rural Development
Lot 1 - Support to commercial Farms &
Lot 2 - Support to dairy, meat, cereals, fruit and vegetables processing sub-sectors of agriculture
In order to be eligible for a grant, the applicant must:
- be legal persons or entity without legal personality
- be specific types of organisations such as: agricultural producer, agri-food processing establishment
- be resident and registered in the beneficiary municipalities Zveçan/Zvečan, Zubin Potok, Leposaviq/Leposavić or Mitrovicë Veri/Mitrovica
Sever
Regional Economic Development
Lot 3: Creating favourable conditions for business development and small-scale business related infrastructure
In order to be eligible for a grant, the applicant must
- be legal persons or an entity without legal personality
- be non-profit-making
- be registered in Kosovo
- be operational for at least last years in the beneficiary municipalities of Zveçan/Zvečan, Zubin Potok, Leposaviq/Leposavić or Mitrovicë
Veri/Mitrovica Sever
- be specific types of organisations such as: non-governmental organisations, public sector operators, local authorities
Lot 4: Support to micro, small and medium enterprises
In order to be eligible for a grant, the applicant must
- be legal persons or entity without legal personality1 and
- be specific types of organisations such as business operator and
- be resident and registered in the beneficiary municipalities Zveçan/Zvečan, Zubin Potok, Leposaviq/Leposavić or Mitrovicë Veri/Mitrovica
Sever
Lot 5 - Support to development of basic municipal infrastructure facilities
In order to be eligible for a grant, the applicant must
- be legal persons and
- be non-profit-making and
- be local/municipal authorities of Zveçan/Zvečan, Zubin Potok, Leposaviq/Leposavić or Mitrovicë Veri/Mitrovica Sever
- be directly responsible for the preparation and management of the action.
Lot 6 - Support to Civil Society Organisations
In order to be eligible for a grant, the applicant must:
- be legal persons
- be non-profit-making
- be specific types of organisations such as: non-governmental organisations and
- be organisations registered in Kosovo and
- be organisations operational for the last 2 years in either Zveçan/Zvečan, Zubin Potok, Leposaviq/Leposavić and Mitrovicë Veri/Mitrovica
