Background
UNDP through the Active Labor Market Programme for Youth assisted the Kosovo Government, particularly the Ministry of Labor and Social Welfare since 2005, through the Active Labor Market Programme for Youth. The project’s main objectives are to strengthen capacities of institutions mandated to provide employment and training services and provision of direct assistance to unemployed young women and men through implementation of active labor market programmes. With the project’s support and through cooperation with organizations such as the ILO, labor market institutions are capable of providing a package of services comprising job-search assistance, employment counseling, labor market training, and conducting skills’ needs surveys to identify skills and competencies required form the labor market. For the past five years, the project has directly supported close to 9,000 young women and men job-seekers (45% and 55% respectively), through implementation of several active employment measures in cooperation with MLSW and more than 3,000 partner enterprises. The project has introduced flexible criteria to encourage participation of minority communities and has taken separate initiatives to support people with physical and mental disabilities in cooperation with Associations of People with Disabilities by facilitating training/employment opportunities at private enterprises and institutions.
Throughout 2008 - 2010, the project facilitated around 1,870 young job-seekers through three typologies of measures:
- On-the-Job Training
- Institution and Enterprise based Training
- Internship Scheme
Technical Offer should include the following documents
1. Expertise of institution/ organization
- The brief background of the organization, not more than 3 pages
- List of surveys conducted
2. Proposed Work Plan and Approach
a) A proposal of work-plan for conducting 1,346 or 2,244 interviews with ALMP beneficiaries and control group participants
b) Work-plan should include:
- The process for preparing the questionnaire comprising 36 to 56 questions,
- Description of opinion polling methodology; process of conducting the interviews,
- Proposed quality check
- Data entry, data processing and reporting
- Work-plan should indicate the activities, input, and dates for the corresponding activity.
3. Personnel
- The company is required to submit CVs of candidates proposed for this assignment and their position within the team:
- Project supervisor
- Field team members
- Data Entry and processing team
Responsibility
- In close cooperation with International Expert, the local company shall prepare a Questionnaire comprising with questions for
different 3 project programmes. The Questionnaire shall comply with the purpose of the study as explained above under the Objective
of the Survey.
- Sample should be selected thought random (probability) sampling to ensure that sample is representative of beneficiaries of ALMP
- Sample size of beneficiaries to be interviewed will consist of participants to be face-to-face interviewed all over Kosovo. In case
selected person is out of Kosovo there should methodology proposed on how to interview this group of people (phone, mail, interview
etc.)
- The Local Agency/Company will conduct interviews with both beneficiaries who benefited from the ALMP Project and non
–participants (control group). Local specialized agency/company has to interview both the Control Group and beneficiaries in person.
- The data compiled shall then be processed using statistical program SPSS and the report shall be sent to the International Expert
and ALMP/UNDP. The local company is required to do any additional analysis by the International Expert and the ALMP Project.
- The SPSS database shall be handed over to the ALMP Project.
- The local agency cannot disclose any information received under this contract and is not allowed to make reference to this data in
other reports in public
