Background
The OSCE Mission to Montenegro was opened on 29 June 2006 following an invitation extended to the OSCE by the Government of the Republic of Montenegro and in accordance with OSCE Permanent Council Decision No 732. Following a referendum on its State-legal status held on 21 May 2006 and a Declaration of Independence adopted by its Parliament on 3 June 2006, the Republic of Montenegro became independent and, on 22 June 2006, was formally admitted to the OSCE as its 56th participating State.
General Minimum Requirements
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
Field of Expertise Requirements
- Graduation from a recognized police training school
- Negotiating and interpersonal skills
- Ability to read and utilise maps
- Ability to perform first aid
- Regular, active police service experience
- Very good oral and written English communication skills
- Knowledge of International Police Standards and human rights
Level of Professional Competence Requirements
- Education: Police administrative courses in relevant field and specialized subject area
- Experience: Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and
specialized subject area
Mission Specific Requirements
Mandatory:
- Substantial experience in police training in a diversity of subjects at all levels including senior command level
- Experience in project cycle management, including demonstrated analytical skills
- Experience in working for a recognized law enforcement agency as a professional dealing with training needs analysis, implementation and
evaluation of police training courses
- Formal education or training in Adult Learning Theories and Adult Learning Strategies and their integration/application in police training
opportunities
- Experience in curriculum development in law enforcement agencies by providing technical expertise and data to maximize the effectiveness
of the course
- Facilitation, coaching, mentoring and mediation skills; problem solving capacity
- Effective oral and written communication and presentation skills
- Ability to establish and maintain effective working relations with people of different national, cultural and religious backgrounds, different
gender, and diverse political views, while maintaining impartiality and objectivity
- Cultural sensitivity and judgement
- Ability to operate Windows applications, including word processing, e-mail, and presentation software (e.g. PowerPoint)
- Flexibility and ability to work under pressure and with limited time frames
Desirable:
- Previous work experience with an international organisation and/or experience in field missions within the reform of police education
and/or training systems
- Previous experience in management of police training centres at senior command level
- Experience in developing and implementing projects in an international police environment
