Background

Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable change that improves the lives and livelihoods of the vulnerable.
Global Communities is seeking Specialist candidates for anticipated Training and Vocational Education Training (TVET) / Workforce Development projects and IQCs worldwide.  These projects will focus on building the capacity of technical and vocational education and training institutions; workforce policy development, curriculum development, apprentice programs; entrepreneurship; economic development; linkages to workforce development and job creation.


Eligibility


- At least 5 years experience working in workforce development, technical and vocational education training (TVET), employment,
  entrepreneurship, capacity building of local institutions, public private partnerships or other relevant experience.
- Should have extensive experience in at least one in-demand labor market; illustratively this may include ICT, agribusiness, construction,
  tourism, health care, or  manufacturing.
- Experience with administrative / curricular / pedagogy systems.
- Proficiency in English is required; proficiency in a second language preferred.
- Strong interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations.
- Demonstrated ability to be flexible and creative.
- Strong communications and technical skills.
- Advanced degree in International Education, Public Policy, International Development or a related field.
- Previous experience initiating and implementing effective performance monitoring of workforce development programs.
- Experience working on education programs in the context of conflict or post-conflict environment preferred.
- Previous experience developing workforce programs that incorporate women and marginalized groups.

Job responsibilities


- Develop and implement youth vocational, workforce and/or professional development programs.
- Provide technical leadership around national policy frameworks for workforce development.
- Network and develop linkages with private sector employers.
- Analyze labor force skills gaps to develop effective skills training.
- Develop teacher curricula, instructional approaches, and training materials to advance youth and adult employability skills including
  development of career centers or entrepreneurship development centers as needed.
- Develop and provide guidance for apprenticeship and employment placement programs.
- Liaise with senior government officials in ministries of education or planning, and with a wide range and levels of organizations (regional
  offices, training institutes, universities, career centers, schools) to improve the capacity for delivering quality vocational education.
- Liaise with other donors to coordinate workforce development efforts with existing initiatives.
