Global Communities, formerly CHF International, is an international non-profit organization that works closely with communities worldwide to bring about sustainable changes that improve the lives and livelihoods of the vulnerable.
Global Communities is seeking a highly skilled and experienced Local Governance Specialist to lead governance components in an anticipated USAID-funded New Program for Non-Majority Communities Project in Kosovo. The project has been designed to foster non-majority communities’ participation in Kosovo’s institutions and society.
Eligibility
- Advanced degree in Political Science, Public Administration, or a related field.
- 7-10 years of international development programming experience with a focus on governance, including significant technical experience
related to project activities.
- Previous experience with US government-funded projects preferred; USAID experience especially valued.
- Ability to develop and maintain strong working relationships with local government entities and partner entities; proven success in dealing
with complicated partnerships and skills in prioritizing critical relationships.
- Previous experience in Kosovo and strong understanding of the local economic, political, and social environment.
- Knowledge of EU standards and requirements a plus.
- Fluency in written and spoken English and Serbian required; knowledge of Albanian preferred.
Job responsibilities
The Local Governance Specialist will be responsible for managing project efforts to increase the efficiency and capacity of target municipal administrations to respond to the needs of all their citizens. Activities may include assisting municipal administrations to increase the quality of their services and the ease of access to these services, bolstering the capacity of municipalities to govern effectively and to attend to the needs of their communities, increasing the role of women in local governance and in decision-making areas, supporting the reintegration of returnees, increasing the municipalities’ self-reliance by improving the collection of revenue, supporting anti-corruption initiatives that increase transparency and accountability, exploring and supporting relevant avenues to partner with and strengthen the Association of Kosovo Municipalities, and providing technical support to a parallel local entity that will administer grants for local community initiatives.
