Background

OSCE Missions and Field Activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. The OSCE Mission to Skopje is the Organization's longest-serving field mission. The Mission's current activities focus on police development, strengthening of local government institutions, developing projects in the areas of rule of law and media development and implementation of the Ohrid Framework Agreement.


Eligibility

- Citizenship of the Macedonia;
- Completed secondary education, training in personnel/office administration is desirable;
- Minimum of three years experience in administrative work, with at least one year in the human resources field, preferably in international
  environment;
- Excellent written and oral communication skills in English and in local languages;
- Computer literate with practical experience in Microsoft applications; experience working with ORACLE or another ERP system is strongly
  preferred;
- Flexibility and ability to handle a large number of tasks with tact and discretion;
- Ability to establish and maintain effective working relationship with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.


Responsibilities

- Drafts and coordinates publishing of Vacancy Notices in the local newspapers and OSCE website; pre-screens applications for local
  positions and prepares long lists of candidates, organizes and coordinates the selection process, acts as secretary in the interview boards,;
  prepares the final decision documents, informs candidates on interview results and prepares contracts for selected candidates;
- Administers new arrivals and separations of Mission Members, administers and monitors Mission Membes' benefits and entitlements;
  coordinates and follows-up on performance appraisal reports and contract extensions, and prepares contracts for signature;
- Maintains the health and social insurance benefits of Mission Members;
- Processes home leave and special leave requests, overtime, salary advances as well as travel entitlements;
- Drafts personnel related letters and general correspondence, and makes recommendations on existing and/or new administrative;
  instructions and processes;
- Provides initial human resources briefings to new mission members and presents entitlement information at the induction course for new
  arrivals;
- Performs other tasks as assigned.
