Background

The Republic of Serbia (RS) still provides refuge to some 66,400 refugees and 210,000 IDPs. The worsening socioeconomic situation within the RS has particularly affected vulnerable social groups, most of all refugees and displaced persons who live in a state of perpetual uncertainty as concerns the possibility of their return and are further exposed to the limited support being offered for the integration of refugees and the improvement of living conditions among IDPs in the RS.
With the arrival of numerous returnees expected upon implementation of Readmission Agreements, the RS is obliged to provide sustainable housing solutions to additional returnees. To ensure the full observance of the returnees’ human rights and to facilitate their reintegration and social inclusion, it will also be necessary to provide for their basic living conditions. Using a multidimensional approach previously deployed by the Commissariat for Refugees, this project will endeavour to offer durable housing solutions, employment opportunities through Local Action Plans (LAPs), with special attention dedicated to extremely vulnerable individuals (EVIs), since many expected returnees will be from this category of the population and will be at risk of enduring social exclusion. The project will also devote necessary assistance to IDPs that are considering a return to Kosovo.

Size of grants

LOT 1- Closure of Ccs- EUR 10.6 million

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
   - minimum amount: EUR 2 million
   - maximum amount: EUR 3 million

LOT 2 –Support to return - EUR 2.4 million

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

   - minimum amount: EUR 1 million
   - maximum amount: EUR 2 million

LOT 3 - Support to the LAPs - EUR 1.2 million

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:
   - minimum amount: EUR 50,000
   - maximum amount: EUR 100,000

Eligibility

LOT 1 and LOT 2

In order to be eligible for a grant, applicants must:
   - be legal persons
   - be non profit making
   - be specific types of organisations such as: non-governmental organisations, public sector operators, local authorities, international (inter
     governmental) organisations as defined by Article 43 of the Implementing Rules to the EC Financial Regulation, and be established in a
     Member State of the European Union or in an accession or official candidate country as recognized by the European Union, a Member
     State of the European Economic Area, or any other eligible country as defined by Article 19 of the IPA Regulation (Council Regulation
     (EC) No 1085/2006).

LOT 3

In order to be eligible for a grant, the applicant must:
   - have the status of Local Government Unit/ City Municipality in Serbia in accordance with the Law on Teritorial Organisation,
   - have an adopted Local Action Plan that foresees activities in line with National Strategy for Resolving Problems of Refugees and
     Internally Displaced Persons for period from 2011 to 2014, especially in the field of employment, housing and social inclusion, (evidence
     should be submitted),
   - demonstrate that they have clear plan for implementation of the grant and to prove sustainability of action. Local Councils for migration
     management
   - have IDPs or refugees or returnees under Readmission Agreement resident within its jurisdiction
   - have Local Councils for migration management established (evidence should be submitted)
