General Minimum Requirements
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
- Very good oral and written English communication skills
- Knowledge of International Police Standards and human rights
- Education: Police administrative courses in relevant field and specialized subject area
- Experience: Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and
specialized subject area
Mission Specific Requirements
Mandatory
- Minimum five years of experience in operational policing
- At least two years of experience in organized crime policy making and implementation of planned activities
- Experience in combating organized and other serious crime
- Familiarity with European and International anti-organized crime standards
- Extensive knowledge of policing skills and concepts including two or more in the following areas: organized crime including links to public
corruption and money laundering; trafficking in human beings including illegal immigrants and prostitution; drug trafficking including the
means of production, distribution, asset confiscation and financial crime
- Experience in managing modern crime investigation methods, i.e. criminal intelligence gathering, surveillance techniques, witness
protection and informant handling
- Good knowledge of international organizations and networks who co-operate in tracking cross border activities and organized crime
Desirable
- Experience in developing and implementing projects in an international police environment
Responsibilities
- Works closely with the Montenegrin authorities in developing and implementing a strategy for fighting organized crime;
- Evaluates the needs of the Criminal Investigation Directorate (CID). Participates in the preparation of formal proposals identifying areas of
need including technical equipment;
- Manages training and/or specialized assistance in fighting organized crime;
- Works closely with the Head of CID in the Police Directorate in providing assistance and advice in order to effectively combat organized
crime;
- Conducts liaison with national and international participants operating at the same area of responsibility;
- Monitors and assess the implementation of the organized crime program;
- Ensures familiarity with the ongoing investigation of cases in order to assist the work of the Organized Crime
- Department during investigation.
