General Minimum Requirements
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
- University education in political sciences, social sciences, international relations, public policy, law or equivalent professional experience
- Work experience in either public administration, relevant international organizations, civic associations (including NGOs), political
parties/affairs, or economic and political development
- Education: Advanced education/certified training course in a relevant field desirable
- Experience: Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the
management level relevant to the actual position
Mission Specific Requirements
Mandatory
- Extensive experience in development work with democratic and good governance institutions, with a focus on parliamentary structures in
transitional countries or societies; alternatively, extensive domestic practical work experience in democratic parliamentary structures at a
national or federal state level as an elected or appointed senior official
- Knowledge of the political environment of the OSCE Mission in Kosovo, including mandate and structure of the international community
present in Kosovo
- Experience in producing analytical reports
- Extensive experience in programme design, project management and supervision
- Demonstrated and progressively responsible management experience
- Understanding of South East European politics and affairs
- Professional fluency in the English language
Desirable
- Knowledge of the local language or most common lingua franca
- Previous experience in field missions, preferably in the South East European territory
- Experience in negotiation/mediation
Responsibilities
- Is responsible for the management of the Central Assembly and Independent Institutions Section (CAIIS), directly supervising a team of
approximately 14 staff members;
- Advises on departmental policies aimed at empowering communities as well as women and youth groups in the decision-making process at
the legislative branch in Kosovo, and advises on departmental policies to enhance the functioning of democratic institutions;
- Ensures the implementation of the Section's programme in accordance with OSCE rules and regulations, and provides input to the
Department's Senior management on the design of the Section's programme and projects, including budget supervision.
- Oversees the quality implementation of capacity development programmes directed towards building stakeholder confidence;
- Provides analysis and expertise on parliamentary and institutional development, as required.
