Requirements
- Citizenship of the Republic of Serbia;
- University degree in political science, social studies, law, with supplementary specialised studies/training in human rights;
- Minimum two (2) years of professional experience working in the field of human rights in the public sector;
- Working experience in project development, implementation and evaluation;
- Established knowledge of human rights standards and anti-discrimination policies at national, regional and international levels;
- Knowledge of the work of international organisations and NGOs in the field of human rights;
- Computer literate with practical experience in Microsoft applications;
- Excellent written and oral communication skills in English and in the local language;
- Ability to work with people of different nationalities, religions or cultural backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities;
- Holding a valid driving licence.
Responsibilities
- Develops, implements and monitors projects with governmental agencies, independent bodies and non-governmental organisations
mandated to promote and protect human rights and non-discrimination policies. In project development the incumbent focuses in particular
on developing the capacity of (a) human rights defenders to identify issues and constructively advocate for human rights compliance and (b)
state institutions and independent bodies to bring legislation and policies within their mandates in line with international and OSCE human
rights and non-discrimination standards. Project monitoring includes drafting financial and narrative reports as required and managing
funds allocated to specific projects.
- Provides advice on human rights and non-discrimination issues relevant for the priorities of the Department. Introduces human rights and
non-discrimination standards as a cross-cutting issue in projects implemented by other sections in relation to good governance and
environmental affairs. Remains fully informed of topical human rights and non-discrimination issues sufficient to brief the supervisor, Head
of Department and Mission leadership as required. Follows practical implementation of human rights standards in the host country, keeps a
log of alleged violations, monitors initiatives on changes in anti-discrimination policies and reports periodically to the supervisor.
- Reviews draft legislation, strategies and action plans prepared by the host country's institutions, and provides advice and recommendations
to ensure new legislation and policy complies with human rights and non-discrimination standards and/or strengthens the framework in
place to protect and promote human rights and non-discrimination. Drafts reports, memos and analyses on human rights and
non-discrimination issues upon request and recommends adjustment of priorities of the Section's portfolio accordingly.
- Liaises with the OSCE Secretariat and other institutions and field operations on OSCE priority human rights and non-discrimination issues,
including freedom of assembly, freedom of expression, the right to effective remedies, minority protection mechanisms and others as
appropriate. Participates in human rights related events organised by the OSCE, represents the Department and contributes to the subject
matter discussions.
- Drafts talking points, background papers memos and other documents as appropriate. Provides consecutive translation at meetings
between OSCE officials and counterparts involving discussions on specialist issues concerning human rights standards and
anti-discrimination policies.
