Background

In line with the Civil Society Facility (SCF) objective and programme purpose, civil society is to play a fundamental role in helping to bring about both the acceptance and the implementation of EU values in aspiring Member States. For such a country to achieve European accession, new legislation and principles have to be accepted by the population and be monitored effectively. This is where the support of civil society is crucial.
Every democratic country has to assist development of a strengthened civil society and more knowledgeable Governments' designated institutions to be valuable partners to each other in democratic reform processes.
The Civil Society Organisations are to better represent citizens in the policy and decision making processes  by  applying stronger pressure on the Governments advocating for a better and timelier response to citizens’ needs and interests.


Eligibility

In order to be eligible for a grant, the applicant must:
    - be legal persons and
    - be non-profit making and
    - be non-governmental organisations and
    - be established in a Member State of the European Union or a country that is a beneficiary of the Council Regulation (EC) No 1085/2006,
      of 17 July 2006, establishing an instrument for Pre-accession Assistance (IPA) (Croatia, Republic of Macedonia, Turkey, Albania, Bosnia
      and Herzegovina, Montenegro, Serbia, Kosovo under UNSCR 1244, a country that is a beneficiary of the European Neighbourhood and
      Partnership Instrument (Algeria, Armenia, Azerbaijan, Belarus, Egypt, Georgia, Israel, Jordan, Lebanon, Libya, Moldova, Morocco,
      Palestinian Authority of the West Bank and Gaza Strip, Russian Federation, Syria, Tunisia and Ukraine), or a Member State  of the
      European Economic Area (Iceland, Lichtenstein and Norway)

Budget

Lot 1 (grant applicant must have at least two co-applicants, total budget 1.000.000 EUR):
   - Minimum amount: EUR   200,001
   - Maximum amount: EUR  500,000

Lot 2 (applicant may act individually or with co-applicant(s), total budget 500.000 EUR):
   - Minimum amount: EUR  100,000
   - Maximum amount: EUR  200,000
