Duties and responsibilities

The Consultant is expected to devise an impact assessment methodology that would adequately assess the effectiveness of training delivered under the auspices of the Local Government Training System. The proposed methodology would be based on an extensive review of the type and volume of training provided through the system, as well as the financial and human resources available. The assessment must consider both qualitative- and quantitative-based approaches.
The assignment also entails the development of accompanying tools and instruments that would be utilised to implement the impact assessment methodology by the entity training support facilities.

 

 

Required skills and experience

-Advanced degree in economy, education, social science or related field
-At least 7 years of working experience in quality assurance and performance management, preferably in training;
-Practical experience with all four levels of training impact assessment, as described by Kirkpatrick;
-Good training management and delivery background;
-Demonstrated ability to produce analytical papers and technical studies;
-Professional competence in monitoring and evaluation;
-Excellent communication and group-facilitation skills;
-Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
-Fluency in English
-Knowledge of BiH official languages desirable.
