Background
The work of the consultant will provide inputs into both the upcoming project Service Delivery/Work Integration through Social Enterprises (SD/WISE), and UNDP’s component of the ongoing Human Security project in Fushë Kosovë /Kosovo Polje and Obiliq/Obilic municipalities. Through this project the UN Kosovo Team aims to empower and fully mobilize all communities in the municipalities of Fushë Kosovë/Kosovo Polje and Obiliq/Obilic by stimulating livelihood and employment opportunities to those least able to participate in the labour market (with a focus on those most at risk of labour market exclusion among vulnerable groups, such as RAE, youth and women), by promoting work-readiness, learning skills and improved social protection.
The overall objective of the assignment is to promote social enterprises both at policy and grassroots level through the UNDP existing projects and to promote social enterprises in Kosovo as a mechanism to support economic transformation.
Responsibilities
The expert will primarily focus on Fushë Kosovë/Kosovo Polje and Obiliq/Obilic municipalities, where there is a high incidence of unemployment, while public service delivery remains still constrained by budgetary and capacity limitations. Social enterprises, as a social and a business tool, can play a key role both as a policy instrument for social inclusion and business development in the service sector.
The consultant will be tasked with assessing the feasibility of a social enterprise model that is currently being proposed for the municipalities of Fushë Kosovë/Kosovo Polje and Obiliq/Obilic in the waste collection sector, and in the management (and possibly maintenance) of common areas in apartment and municipal buildings. More opportunities may also be assessed in rural development.
The consultant will need to collect data and prepare a business plan for the social enterprise, including financial projections, risk identification, resources, utilization of production capacity, operational plan, etc. The business plan should clearly spell out decision points, financial and legal implications, as well as balance the social and the business goals. The consultant should also suggest measures (possible organizational performance measures (quantitative and qualitative) to assess the effectiveness of internal management and processes within the SE itself) to assess the social return on investment (possible general manual for social return on investment).
Requirements
- Master’s Degree at Management, Business, Economics/International Development or related field
- At least 6 years experience at relevant issue
- Ability to establish relationships among potential organizations and local institutions/communities is a must
- Proficient in English language - spoken and written is required
- Albanian language is significant advantage
