Background

The Small Business Expansion Project (SBEP) Impact Evaluation Team Leader will work under the direction of MSI’s Technical Director to lead the efforts a small team of local professionals and a local survey research firm to conduct the evaluation.  The Team Leader will provide expertise both in general impact evaluation design and implementation as well as subject matter expertise regarding small business development and expansion.  S/he will coordinate with the Technical Director on the development of the evaluation design and methodology, and will be responsible for overseeing data collection, analysis, and development of required reports.


Eligibility

- 5+ years of experience required in the design and/or implementation of impact evaluations with quasi-experimental or experimental design
  (preferably for USAID or similar donor)
- 10+ years of experience required in the design and/or implementation of Experience with both quantitative and qualitative evaluation
  methods (preferably for USAID or similar donor)
- Extensive knowledge of both quantitative and qualitative data collection and analysis tools and methods
- Subject matter knowledge of local/regional economic growth, micro/small/medium enterprise development and public-private partnerships,
  preferred
- Excellent communication skills in written and spoken English
- Experience having worked in Macedonia or the Balkans, preferred
- Familiarity with current USAID evaluation policy and regulations, strongly preferred


Responsibilities

- In collaboration with the Technical Director, finalize the evaluation methodology including a mixed-methods approach and quasi
  experimental design utilizing comparison groups;
- In coordination with the Technical Director and local evaluation team members, conduct field visits and key informant interviews in Skopje
  and around Macedonia;
- In coordination with the Technical Director, finalize the design of surveys and focus groups to be conducted by a local survey research firm,
  and oversee the data collection and analysis efforts of the firm;
- Participate in meetings, interviews, and presentations to USAID, implementing partners, and project beneficiaries as directed by Technical
  Director (both in Macedonia and remotely).
