UNDP, NATIONAL CONSULTANT FOR THE ESTABLISHMENT OF A MUNICIPAL TRAINING SYSTEM QUALITY ASSURANCE MECHANISM

Background

The consultancy is planned within the 2nd phase of the Municipal Training System (MTS II) Project, which is aimed at contributing to professional and competent BiH local governments, able to effectively manage development processes and deliver quality services to their citizens. The MTS II focuses on further strengthening of the policy and functional capacity of the Training System for Local Self-Government Employees in BiH and supports its affirmation as an effective public mechanism for carrying out the local governments` capacity development agenda country-wide, as defined within the entity training strategies 2011 - 2015. The project also supports the design and delivery of priority and demand-driven training programmes for both local government elected officials and employees.


Eligibility

- University degree in public administration, economics, law, political sciences, social sciences or related field.
- 7 years of relevant experience in the field of capacity development/training and/or human resource management in public sector, more
  particularly in aspects related to quality assurance and accreditation of training;
- Proven record of theoretical knowledge and practical experience in the area of training management;
- Good understanding of local governance, capacity development and human resources management;
- Proven training skills and ability to convey information and concepts clearly.
- Fluency in English and official languages of BiH.
- Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.


Responsibilities

Under this assignment, the Consultant will assist said partner institutions with the implementation of the agreed quality assurance mechanism through the provision of technical assistance and the development of necessary tools and instruments, as well as through the delivery of training. The implementation of the quality assurance mechanism, inter alia, includes a detailed role distribution among partners; development of implementing instructions in the form of rulebooks for all institutions, creation of tools and templates for evaluation and the development and delivery of relevant training. The assignment will result in the practical implementation of a quality assurance mechanism in both entities. 

Specifically, the consultancy support is organised into the following three tasks:

- Facilitate stakeholder discussions to clarify partner roles in both entities;
- Develop implementing instructions and supporting documents;
- Develop and deliver training for partner institutions.
