UNDP/ LOCAL IT CONSULTANT TO SUPPORT THE ESTABLISHMENT OF AN INDUSTRY DATABASE AT THE MINISTRY OF TRADE AND INDUSTRY

Background

The overall objective of the assignment is to guide and support the Ministry of Trade and Industry (MTI) and UNDP in the efforts to establish a functional and reliable information system (Industry Database) that is based on best practices and is adapted to the particular requirements and circumstances of Kosovo.. The more specific objectives of the selected consultant are: (i) an assessment of the current technical capacities, available data sources and data sharing practices between MTI and other institutions; (ii) the identification of relevant needs and the development of modalities for systematic and automatic data-collection practices; (iii) the development of an action plan providing clear guidance for the development of the Industry Database; (iv) the design of the Terms of Reference for the company that will implement the establishment of the Industry Database and; (vi) the monitoring of the process of establishing the Industry Database until its successful completion.


Eligibility

- Minimum of a bachelor degree or equivalent specialization/certification in Information Technology or related field – preferably with a focus
  on software development and the establishment of IT infrastructure systems. An advanced academic degree (MA or PhD is an asset).
- Trainings received in Public Administration, Public Policy, Economics, Statistical Systems and/or other areas that are relevant for the Scope
  of Work of this ToR will be considered an asset. 
- Minimum five years of practical professional work experience in the sphere of information technology, software development, data
  management, or other related projects;
- Extensive experience in requirement analysis/engineering;
- Extensive experience in programming, software development, software security, web technology;
- Familiarity with UN programmes and projects, particularly with UNDP, would be an asset;
- Full working knowledge of English and Albanian, including excellent writing skills;


Responsibilities

- In close cooperation with the Division of Industrial Policy (DIP) at MTI:
    - Analyze and evaluate the current situation regarding data availability and software programs in place;
    - Collect information on the range of data that are available from data-collecting institutions such as the Kosovo Agency of Statistics (KAS),
      Tax Administration of Kosovo (TAK), Kosovo Customs, etc.;
    - Assess the existing level of cooperation and the readiness of data collecting institutions in providing data to DIP/MTI.
- Identify all relevant needs to establish a functional Industry Database, including, but not limited to, the type of software system that is
  required and the type of indicators/data that can be collected.
- Propose appropriate methods to enhance the process of systematic and automatic data collection, data dissemination and define the role
  and responsibilities of all relevant actors in the process.
- Propose best practices applied in other countries that can be adapted to the particular requirements and circumstances.
- Draft a detailed action plan for the implementation of the Industry Database indicating short term and medium term actions.
