Contract description

As a part of national IPA 2012 "Support to SME development" project, its component – "E-business development" project aims to improve e-business legal and institutional framework, develop the technical environment and foster the use of electronic trade between businesses through the introduction of eServices for businesses. It will contribute to the institutional and capacity building for effective implementation and enforcement of prepared legislation. The conditions for SMEs to use e-business and e-commerce will be further improved. The project will review the present state of e-business taking into account the development of eServices the Government provides for businesses and prepare a roadmap for the upgrade of those services. The roadmap will be based on the impact the services have in reducing compliance costs for SMEs. Awareness for the use of e-business will be raised while also promoting SME e-commerce capacity, providing support to SMEs to use e-business, as well as mentoring of high-potential e-commerce SMEs. In addition, this project will create legal and institutional preconditions for introduction of eInvoicing and eOrdering frameworks, and set the grounds for their full implementation while creating a universal platform for all G2B services (G2B Service bus) which will be able to carry all existing and future electronic services for business.
Thus the fields of expertise required under the current assignment include:
- Institutional and capacity building in the area of e-business/e-commerce/e-government
- E-business development including support to SMEs to use e-business /e-commerce


Eligibility

Participation is open to all legal persons participating either individually or in a grouping (consortium) of candidates which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed. Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.


Budget

Maximum budget: 2.700.000 EUR
