Contract Description

Supervision of the works according to the FIDIC Conditions of Contract (Red Book, 1999
edition) and related Croatian Laws, for the "Restoration of the PNUSKOK (National Police
Office for Suppression of Corruption and Organized Crime) premises in Osijek and Rijeka" works
contract. The works contract includes the restoration of the National Police Office for
Suppression of Corruption and Organized Crime (PNUSKOK) facilities/buildings on two
locations, one location in the City of Osijek (gross surface area of app. 2.500 m2) and one
location in the City of Rijeka (gross surface area of app. 520 m2).
Planned duration of assignments is 21 months including 1 month Pre-construction phase, 5
months Construction phase, 12 months Defect Notification Period and 3 months Reporting phase.

Eligibility

Participation is open to all legal persons participating either individually or in a grouping
(consortium) of candidates which are established in a Member State of the European Union or in
a country or territory of the regions covered and/or authorised by the specific instruments
applicable to the programme under which the contract is financed (see also item 29 below).
Participation is also open to international organisations. The participation of natural persons is
governed by the specific instruments applicable to the programme under which the contract is
financed.
- The annual turnover of the candidate for the years 2010, 2011 and 2012 must be equal to or
exceed EUR 115.000,00.
- The current assets of the candidate during the years 2010, 2011 and 2012 were larger than the
current liabilities.
- At least 4 staff members currently work for the candidate in the field of supervision of
construction or reconstruction of public, industrial or commercial buildings, and are
permanent staff.
 Criteria for legal and natural persons:
- The candidate has successfully completed at least 1 contract in the field of supervision of
construction or reconstruction of public, industrial or commercial buildings.
The budget of completed contract should be equal to or exceed the amount of EUR 180.000,00.
If the contract was completed through the consortium, the amount of own contribution to the
contract should be at least EUR 180.000,00.
- The contract must have been completed within the last three (3) years before the deadline for
receipt of applications, as indicated in the point 23 of this Contract Notice.
Previous experience which would have led to breach of contract and termination by a Contracting
Authority shall not be used as reference.
