Background
The OSCE Mission to Serbia is advertising a vacancy notice for the post of Senior Project Assistant. The vacancy is open only for persons with the citizenship of the Republic of Serbia.
The incumbent works within the extra-budgetary (ExB) project on the "Consolidating Democratization Process in the Security Sector in Serbia" run by the Democratic Governance Section of the Democratisation Department. The incumbent works on issues related to the security sector reform in Serbia, focusing on the support to civil society development and modernisation of education in this field and/or on issues related to democratic oversight of the security sector.
Eligibility
- Completed secondary education supplemented by post-secondary studies or training in social studies, education, political studies, public
administration, or human rights;
- Minimum six years of relevant working experience, preferably in an international environment, to include project management, office
management, record-keeping, information-processing;
- Excellent knowledge and understanding of the current social and political situation in Serbia and the region;
- Computer literate with practical experience in Microsoft packages;
- Excellent written and oral communication skills in English and in the local language;
- Ability to work under pressure and within limited timeframes;
- Good communication and public relations skills and diplomacy/tact in all dealings;
- Ability to work with people of different nationalities, religions or cultural backgrounds;
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities.
Responsibilities
- Carries out a range of tasks as they relate to the design of individual activities and their implementation in accordance with the project
description, in particular the activities related either to the development of civil society and modernisation of education in the security
sector or to the democratic oversight of the security sector. The activities include study visits, capacity building, workshops, conferences,
training etc. While carrying out these tasks the incumbent is responsible for both the substantive and administrative elements of
project/activity development and implementation, including monitoring of expenditure of Project funds for specific Project activities.
- Conducts independent research and monitors relevant developments in the security sector reform, both in Serbia and in South-Eastern
Europe. Based on the research findings, collates relevant data and information that may impact the project, and makes recommendations
concerning approaches as to how to address the implementation of project activities. This includes identification and reporting on
budgetary implications of any proposed changes.
- Prepares working documents and background material pertaining to the issues addressed through Project activities and other activities of
the Section. Maintains and keeps current registers and control plans on the status of the activities at all stages of project management and
prepares written updates thereof. Drafts internal reports, requests, minutes of the meetings, and notes to file. Contributes to the preparation
of project documentation, such as interim and final reports, annual project evaluation reports and briefing papers on related issues.
- Regularly contributes to the bi-weekly Mission activity report.
- Represents the project and/or section at meetings regarding the developments within the security sector reform organised by relevant
ministries, international organisations and non-governmental organisations (NGOs). Co-ordinates the Project's activities with the related
activities/projects carried out by other Departments in the Mission, to ensure a co-ordinated approach and avoid overlapping.
- Performs administrative and clerical duties in support of Project implementation such as keeping minutes and notes to file or action points
from meetings attended, scheduling appointments and meetings, maintaining filing system of the Project and lists of contacts in prescribed
format for subsequent use.
- Translates written material to and from English needed for the implementation of Project activities. Provides consecutive interpretation at
meetings and other events, when needed.
- Performs other duties as required.
