Background
OSCE missions and field activities are the front line of OSCE work in countries that require assistance and are the agent through which political decisions are translated into action. Each mission has a different mandate, but generally work addresses early warning, preventive diplomacy, conflict management and post-conflict rehabilitation.
The OSCE Mission in Kosovo (OMiK) was established by the OSCE Permanent Council on 1 July 1999. It forms a distinct component of the United Nations Interim Administration Mission in Kosovo (UNMIK). The Department of Administration and Support deals with the application of Financial and Staff Regulations, Rules and Administrative Instructions in the Mission.
Eligibility
- Completed secondary school supplemented by formal studies/training in administration or project management;
- At least 6 years of relevant experience working with computerized financial systems and in utilizing computers including word Microsoft
packages and database software; previous election experience and experience in international would be an asset;
- Excellent written and oral communication skills in English and in local languages;
- A good working knowledge of Serbian language would be an asset;
- Experience and ability to work under pressure and within limited timeframes;
- Ability to work with people of different nationalities, religions and cultural backgrounds;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Holding a valid driving licence.
Responsibilities
Under the management and direction of the National Deputy Chief of Elections, the Senior Election Compliance Auditor Assistant provides programmatic and administrative support to the Election Division
- Assists the National Deputy Chief of Elections in providing advice to the Political Party Registration Office (PPRO) of the Central Election
Commission (CEC) on the audit of financial records from political entities in order to ascertain their assets, liabilities, income and
expenditures in accordance with applied laws;
- The incumbent participates in monitoring of the PPRO activities for ensuring and reporting on Political Entities’compliance with legal
framework;
- The incumbent assists PPRO during their training/seminar to the political entities by advising and assurance that the training/seminar
material and presentation contains all necessary data, clearly identified deadlines and appropriate reference to legal framework;
- Monitors the Political Party Registration Office of the CEC in the preparation of formal audit reports of findings. The incumbent assists in
identifying and outlining discrepancies and recommends corrective actions and/or penalties to the Election Division’s management;
- Assists the PPRO of the CEC on administrative procedure to govern the on-going implementation of the political party registration process
based on the legal framework;
- The incumbent supports the PPRO and Election Complaints and Appeal Panel (ECAP) in creating databases for keeping information records
related to political entities legal requirements (e.g. financial disclosure reports, annual updates, outstanding fines etc.);
- Monitors the PPRO on political party financial disclosure issues. Also, in coordination with the Senior Election Legal Advisor to ECAP
maintains the relation between the electoral management bodies (Central Election Commission/PPRO and Election Complaints and Appeal
Panel) and follows up on the political party’s outstanding fines;
- Makes recommendations to the National Deputy Chief of Elections for any necessary change to financial disclosure system based on
research through interviews with relevant actors in Kosovo, document reviews, prior audit findings, and other research techniques;
- Assist the Senior Election Legal Advisor to ECAP with written and oral translation from/to English;
- Performs other duties as assigned.
