Duties and responsibilities
Working under the overall supervision of UN Women management and the direct supervision of the UN Women National Project Coordinator on the implementation of UN SCR 1325 in the former Yugoslav Republic of Macedonia, the Local Consultants, in close consultation with UN Women, will be responsible to develop and conduct separate gender equality and women, peace and security trainings for: (i) senior and mid-ranking officials within the armed forces; and (ii) senior and mid-ranking officials within the government (as based on materials adapted from the first set of trainings). To this end, the consultants will:
a) Conduct in depth desk review of the existing training programmes relevant to the introduction of gender equality / women’s empowerment and gender mainstreaming in security sector;
b) Together with the Training Department at the Ministry of Defense and UN Women, develop a detailed work plan towards the successful design and delivery of a two sets of 2-day trainings – one for senior and middle ranks, and the other for civilian personnel at the MD;
c) Collaboratively develop (as informed by a capacity development pre-assessment), a detailed agenda, training modules and training materials that focus on a wide range of women, peace and security issues relevant to the national and sub-regional context including: basic notions on gender and security and gender mainstreaming, the impact of conflict on women and men, roles and relationships of women and men, gender and sex, culture and human rights, the national, regional and international normative framework, strategic-level gender mainstreaming in the security sector, operational-level gender mainstreaming in the security sector, conflict-related sexual violence / gender based violence, strategic and action planning, gender budgeting, and data collection and data analysis). Course participants will be selected by the Training Department at the Ministry of Defence, and total number of participants at each training will not exceed 35.
d) Through a separate capacity development pre-assessment, adapt the training curriculum and modules and deliver trainings to representatives of relevant ministries responsible for the implementation of the UNSCR 1325 NAP (Ministry of Labour and Social Policy, Ministry of Interior, Ministry of Foreign Affairs, Crisis Centre Management, and the Ministry of Finance). Conduct 2 sets of 2-day trainings for governmental officials;
e) Conduct course evaluations and final reporting including lessons learnt, challenges encountered and recommendations as to next / future steps.
Required skills and experience
- University degree in Political Science, International Security, Gender Studies, Public Administration, Management, Public Policy, or related fields;
- Experience in the development and delivery of training programmes, toolkits, evaluation and monitoring matrices, and mentoring on gender mainstreaming;
- Experience in conducting/facilitating institutional strategic planning and reform processes;
- Knowledge and experience in using participatory approaches and innovative facilitation techniques to accomplish assigned tasks;
- Strong analytical skills;
- Familiarity with the national implementation of UNSCR 1325 and the security sector in the Macedonian context;
- Excellent oral and written communication in both Macedonian and English is required. Albanian language skills would be an asset;
- Good computer skills in Windows environment, knowledge of internet communications and command of MS Office applications (Power Point, Word, Excel).
