Background

The European Instrument for Democracy and Human Rights – Country Based Support Scheme (CBSS) is a long-established element of the European Union's human rights and democracy policy under its external action and has been built on experience with CBSS under the previous EIDHR Strategy Paper 2001-2010 and with micro project facilities under the previous European Initiative for Democracy and Human Rights.
The EIDHR offers independence of action, allowing for the delivery of assistance in principle without the need for government consent, which is a critical feature of cooperation with civil society organisations at national level, especially in the sensitive areas of democracy and human rights. It also offers more flexibility and capacity to respond to changing circumstances or to support innovation, contrasting with the long-term programming approach of the geographical programmes.


Size of grants

Any grant requested under this Call for Proposals must fall between the following minimum and maximum amounts:

Grants under Lot I:
- minimum amount: EUR 50.000,00
- maximum amount: EUR 150.000,00

Grants under Lot II:
- minimum amount: EUR 50.000,00
- maximum amount: EUR 200.000,00

Grants under Lot III:
- minimum amount: EUR 50.000,00
- maximum amount: EUR 120.000,00


Eligibility

In order to be eligible for a grant, the applicant must:
- be legal persons
- be non-profit-making
- be specific types of organisations such as: non-governmental organisations, professional associations international (inter-governmental)
  organisations as defined by Article 43 of the Implementing Rules to the EC Financial
- be established in  a Member State of the European Union or in a countries covered by Article 19 of IPA
- be organisations registered in Kosovo
- if applying under Lot III, be organisations with their headquarters based in either Zveçan/Zvečan, Zubinpotok/Zubin Potok,
  Leposaviq/Leposavić or the part of Mitrovicë/Mitrovica municipality north of the river Ibër/Ibar
