OSCE MISSION TO SKOPJE/ INTERETHNIC RELATIONS OFFICER

Eligibility

- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
- University education in international studies, public policy, political science or law or related fields
- Diplomatic experience or experience working in political affairs with international organizations or governments
- Experience in preparing analytical reports
- Excellent communication and drafting skills
- Knowledge of regional political history and developments
- Diplomatic and negotiating skills
- Some knowledge of the OSCE principles and commitments
- Education: First level university degree or equivalent experience
- Experience: Minimum 2 years of relevant professional experience including minimum 1 year in a relevant field strongly preferred


Mission Specific Requirements

Mandatory

- Minimum of two years work / academic experience in the field of inter-ethnic relations, integrated education, minorities, reconciliation
  and/or community and linguistic rights;
- Experience in policy development, designing action plans, scientific analyses and/or strategies;
- Experience in coordinating with donors, civil society organizations, political actors and implementing agencies;
- Experience in mission work or field work;
- Excellent communication, analytical and drafting skills in English;
- Ability to operate windows applications, including word processing and e-mail;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different
  gender, and diverse political views, while maintaining flexibility, impartiality and objectivity;
- Proven ability to work under pressure, meet deadlines and adequately prioritize without supervision, if needed.

Desirable

- Experience in academic research, data collection / analysis, trend mapping;
- Knowledge of the political environment of the former Yugoslav Republic of Macedonia, regional history, developments in the wider region
  and any of the local languages.


Responsibilities

- Compiles, updates, internalizes, briefs and follows-up on developments in the area of inter-ethnic relations and minority rights and provides
  relevant analysis and policy advice with regard to OFA focal areas, with special attention to education and languages;
- Advises and supports governmental institutions and agencies, as well as stakeholders on a local level, on the improvement of interethnic
  relations, with special attention to the educational system and languages;
- Provides support, and deputies, to the Senior Co-ordinator Interethnic Relations (SC) in the general area of improving inter-ethnic relations,
  mandate-mainstreaming, minority rights and societal integration, especially in relation to the implementation of the Ohrid Framework
  Agreement (OFA);
- Serves as the CIE reporting officer and consolidates further development of the Mission's strategy in the area of inter-ethnic relations,
  minority rights and the facilitation of OFA implementation;
- Prepares background material, reports and analyses for internal and external use as related to inter-ethnic relations, minority rights and
  OFA implementation and focal areas in general, and education and languages in particular;
- In co-ordination with the SC, conducts regular field visits to stakeholders in the OFA implementation process;
- Serves as the Mission's SIOFA focal point for all issues related to interethnic relations in education and/or languages and as such forms a
  supportive counterpart of a similar focal point person or department within that Secretariat;
- Establishes, nurtures and intensifies contacts and cooperation with national and international stakeholders to ensure a coordinated
  approach to inter-ethnic relations and the facilitation of OFA implementation and reform processes related to it;
- Assists in the effective internal mobilization and directing of the Mission's available resources towards jointly and constructively supporting
  OFA implementation, through SIOFA and other channels available or identified;
- Supervises the work of one Programme Assistant;
- Performs other duties as assigned.
