Eligibility
- Graduation from a recognized police training school
- Negotiating and interpersonal skills
- Ability to read and utilise maps
- Ability to perform first aid
- Regular, active police service experience
- Very good oral and written English communication skills
- Knowledge of International Police Standards and human rights
- Education: Police administrative courses in relevant field and specialized subject area
- Experience: Minimum 10 years of diversified police experience including at least 12 months operational experience in the relevant field and
specialized subject area
Mission Specific Requirements
Mandatory
- Substantial knowledge of contemporary community policing and community safety methodology
- Experience in developing multi-agency approaches to community issues, especially with regard to the integration of civil society
organizations and citizens into policing processes
- Experience in project management, planning and strategic development, including evaluation of effectiveness, audit and review
- Excellent drafting and analytical skills
- Experience from a command or management operational position in a national police environment
- Experience in training as well as in chairing and managing seminars and workshops
- Professional fluency in the English language, both oral and written
- Excellent communication skills
- Flexibility and ability to work under pressure and with limited time frames
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and
diverse views, while maintaining impartiality and objectivity
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
- Ability to operate Windows applications including word-processing and e-mail
Desirable
- Experience in working with non-governmental organizations and agencies
- Knowledge of regional political developments and the legislative and police reform issues in Serbia
Responsibilities
- Provides advice and assistance to the host country's Ministry of Interior in developing community policing strategies and action plans to
effectively improve relations between community and police;
- Develops, implements, monitors and evaluates projects related to community policing;
- Assists in the planning and delivery of courses on community policing and community safety to the Ministry of Interior and local government
structures;
- Liaises with the civil society and delivers presentations on community policing concepts;
- Drafts formal proposals identifying areas of needs, including technical equipment, community policing training and/or specialist assistance;
- Liaises with other Missions and other relevant partners on community policing issues as required;
- Ensures that police accountability and gender aspects are included in the advice offered and projects developed within the community
policing programme;
- Performs other duties as required.
