Eligibility
- University education in political sciences, international relations, public policy, law, international human rights law or other human rights
related fields
- Experience working with human rights, minority or gender issues
- Demonstrable organizational, analytical, communication and interpersonal skills
- Experience in drafting reports
- Education: Advanced degree in a relevant field
- Experience: Minimum 6 years of relevant professional experience
Mission Specific Requirements
Mandatory
- Advanced university degree in law, human rights, community rights, political science, international relations, human and community rights,
or equivalent professional experience
- Extensive knowledge of international human and community rights standards and the legal framework in Kosovo
- Knowledge of the applicable standards related to the return of refugees and displaced persons
- Sound experience in developing research methodologies and analysing information from field sources as well as producing quality reports
- Sound experience in project development and project cycle management
- Ability to design and implement a strategy for community participation
- Ability to produce analytical reports
- Knowledge of the political setting of the OSCE Mission in Kosovo, including the mandate and structure of the international presence in
Kosovo
- Experience in undertaking policy and advocacy activities, particularly those targeting central-level stakeholders
- Professional fluency in the English language
- Cultural sensitivity and judgement
- Flexibility and ability to work under pressure and with limited time frames
- Demonstrated ability and willingness to work as a team member, with people of different cultural and religious backgrounds, different
gender, and diverse political views, while maintaining impartiality and objectivity
- Ability to operate windows applications, including word processing and e-mail
Desirable
- Experience in negotiation/mediation
- Knowledge of a local language or most common lingua franca
- Previous experience in field missions, preferably in the South-Eastern Europe
Responsibilities
- Analyses the findings of proactive monitoring of institutions in Kosovo and the developments in the municipalities, the implementation and
effective application of legislation, policies and procedures with respect to community rights and policies;
- Identifies community-related issues, analyses their implications and advises on departmental policies to achieve measured improvement in
the performance of the institutions in Kosovo in respecting community rights and policies. Follows up on the implementation of
recommendations and policy decisions adopted;
- Supports the implementation of monitoring programmes throughout the OSCE Mission in Kosovo by providing expertise and guidance on
issues of community rights and policies;
- Plans and drafts reports related to community rights;
- Drafts, implements and evaluates projects related to community rights;
- When requested, advises the institutions on matters related to community rights and policies;
- Establishes and maintains contacts with representatives of non-Albanian community political parties and civil society. Maintains an
up-to-date knowledge of the community rights' situation in Kosovo and the region;
- Facilitates dialogue between non-Albanian community representatives and relevant local institutions;
- Contributes to the creation and development of a long-term strategy of designing mechanisms to increase communities' public participation
in Kosovo;
- Liaises with other international organizations, including the relevant bodies within the Council of Europe, the OSCE High Commissioner on
National Minorities and OSCE/Office for Democratic Institutions and Human Rights (ODIHR);
- Performs other duties as assigned.
