Contract description
The project aims to strengthen the management of public and EU funds and to improve the regulatory framework for administrative procedures. It will be implemented through 2 components. Component 1 is focused on enhancing the financial management and control (FMC) in Montenegro. In this respect the project will address a twofold objective. First, it will provide support for the smooth functioning of the established FMC systems for management of the EU funds provided under IPA components I–IV after conferral of management. Second, it will further strengthen the capacities at central and local level for implementation of PIFC concept. Component 2 will provide support for reforming the system of administrative procedures by identifying the gaps in the current administrative framework, supporting the legislative drafting and preparing the civil servants and judges for effective implementation of the new legislation regulating the administrative procedures.
Eligibility
Participation is open to all legal persons participating either individually or in a grouping (consortium) of candidates which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed. Participation is also open to international organisations. The participation of natural persons is governed by the specific instruments applicable to the programme under which the contract is financed.
Budget
Maximum budget: 1 300 000 EUR.
