The role of civil society in giving citizens a voice and holding governments to account in this process is crucial. Through its advocacy activities, civil society can help ensure that accession negotiations between the candidate country institutions and the EU are not merely technical discussions. Accession will only be successful when it is supported by citizens who understand the necessary institutional, political and economic changes.
This Call for Proposals gives particular attention to further development of capacities and creating strategic priorities of CSOs in the context of the country's forthcoming phase of EU membership (opening of the negotiations) as well as addressing the specific needs of CSOs for institutional strengthening, policy advocacy and innovative activities at the level of (sub) sectors for supporting the next EU accession phase. It aims to achieve this by establishing partnerships and networks of CSOs to pursue shared objectives regarding good governance and the fulfilment of the political criteria for the EU accession. The partnerships will strengthen CSO dialogue and the development of knowledge and experience.
Objectives
The global objective of this Call for Proposals is strengthening the civil society's impact in the country through their active involvement in public and acquis-related policies whose implementation require further development and upgrading of civil dialogue, in order to fully meet the criteria for EU membership. The specific objective of this Call for Proposals is greater commitment and capacity of civil society organisation (CSO) networks/partnerships to give citizens a voice and influence the key sector reforms in the country through analysis, advocacy and monitoring.
Priorities
- Priority 1: Enhancing the involvement of civil society in the creation of public opinion, policy making and participation in the decision
making mechanisms at local and national level including the EU accession process;
- Priority 2: Support for communities to participate in development at local and national levels, to gain access to resources for local
development and the improvement of essential services;
- Priority 3: - Strengthening the voice of CSOs to influence policy, both at local and national levels, for the promotion of sustainable
development, social inclusion and improvement of livelihood security.
Eligibility
In order to be eligible for the grant, applicants must:
- be legal persons (individuals are note eligible, nor are informal alliances or initiatives without legal status) registered at least two years
before the call is launched
- be non profit making
- be specific types of organisations such as: non-governmental organisations
- be established of a Member State of the European Union or of a Beneficiary under the Instrument of Pre-accession Assistance
- be directly responsible for the preparation and management of the action with the co-applicant and affiliated entities, not acting as an
intermediary
- be experienced and able to demonstrate their capacity to manage larger scale activities corresponding to the size and type of the project
for which a grant is being requested.
