Responsibilities
- Develops and implements the Mission's Rule of Law/Human Rights Programme in Montenegro in accordance with the Mission's mandate and other relevant documents
- Deals with policy formulation, strategy development, programme/project planning and implementation, and reporting
- Advises and assists the Head and Deputy Head of Mission in the effective advocacy of the programme's goals, objectives and accomplishments and supports their efforts to contribute to the Rule of Law programme
- Liaises on the rule of law policy issues with respective staff in the Mission, the Montenegrin authorities, the civil society, and other international and local partners
- Deals with activities and provides legal advice in support of the Ministry of Justice of Montenegro, Judiciary,
Prosecutor's Office, including the Special Prosecutor for Suppressing Organized Crime, and other relevant Ministries and Departments
- Prepares the conferences and meetings related to the establishment of the rule of law, and represents the Mission at expert group meetings organized by international organizations, governments and NGOs
- Reports to the Deputy Head of Mission on programmatic, personnel and budget issues
- Performs pertinent legal analysis to contribute to the substance of Mission's mandate, programmes and projects
- Is responsible for the management of the Rule of Law/Human Rights Section and its activities
- Supervises 8 staff members
- Performs other duties as required
Requirements
- University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
- Practical experience in rule of law/human rights
- Familiarity with project development and management as well as budget related issues
- Working knowledge of international human rights standards
- Professional fluency in English, both oral and written
- Minimum 6 years of relevant professional experience
