Description

"Promotion of a Sustainable Bioenergy Market in Serbia" is a joint project of KfW and GIZ, which is part of the German Climate Technology Initiative. The consulting services to be procured here are part of the GIZ contribution to the project and are aimed at promoting the efficient utilization of wood fuels (esp. firewood) in rural Serbia. They include advisory services to national and subnational government institutions on policy and regulatory matters as well as the implementation of concrete measures in two pilot regions. This will be achieved through a mix of interventions incl. awareness raising and development of new financing schemes for efficient appliances. The consultants will work with local manufacturers as well as distributors and dealers to improve the availability of more efficient appliances produced in Serbia and abroad. The consultants will also support local institutions to improve the quality infrastructure for wood fuels and biomass-fired appliances for heating and cooking.


Requirements

Senior international long-term expert:

- Master's degree in forestry, mechanical engineering or related fields (biomass/ bio energy, wood technology)
- proven experience in project management of international cooperation projects with strong leadership skills (Team Leader/ CTA).
- min. 5 years working experience in relevant topics (forestry, biomass/ bio energy, wood technology)
- profound knowledge and proven experience in: policy advice institutional / capacity development and training household energy, improved energy efficiency infrastructure and market development for wood fuels and biomass-fired applicances for heating and cooking awareness raising.

National long-term expert:

- Master's degree in forestry, biomass/ bio energy, wood technology or related fields
- Fluency in spoken and written English
- international working experience
- min. 5 years working experience in forestry, biomass/ bio energy, wood technology
- profound knowlege and proven experience in: policy advice institutional / capacity development and training household energy, improved energy efficiency infrastructure and market development for wood fuels and biomass-fired applicances for heating and cooking awareness raising

International short-term expert:

- Work experience in the relevant topics of at least 5 years
- Fluency in spoken and written English; knowledge of German and Serbian language would be an asset.
- Working experience in the Central Balkans/ Southeast Europe would be an asset
