Background
Legal Services provides advice and assistance on a wide range of legal issues to the Secretary General and the Secretariat's departments, the Chairmanship, the Institutions and field operations and, as required, to the Delegations. Currently, Legal Services comprises eight staff members.
Responsibilities
- Drafts legal opinions and provides legal advice on complex legal matters, on the interpretation and application of OSCE Staff and
Financial Regulations, decisions and instruction, especially for the field operations
- Prepares legal advice on diverse substantive and procedural questions including matters involving the status, mandate, institutional and
operational modalities of the OSCE institutions and especially the field operations
- Deals with multidisciplinary and complex legal matters, including contentious claims which require the application of law and legal
analysis of detailed technical, commercial and financial facts, especially in relation to the field operations and extra-budgetary activities
- Reviews and provides advice on draft contracts, agreements, and other legal documents, in particular related to extra-budgetary activities
- Performs other related duties as required such as participating in conferences and training courses.
Requirements
- Advanced university degree in law with specialisation in international, commercial labour or comparative law
- At least three years of directly related professional experience
- Excellent interpersonal and analytical skills
- Professional fluency in the English language, including excellent drafting skills; knowledge of other OSCE working languages would be an
asset
- Ability to operate Windows applications including word processing and email.
