Background
The overall objective of the current Swedish Strategy for Development Cooperation with Albania is to support the country's efforts to become a modern and a democratic state and thereby creating opportunities for the country to become an EU-member in the future. The strategy highlights "Good Governance" as one out of two priority areas for intervention. One of the Swedish specific objectives for this sector is "to ensure that Albanian civil society has greater access to a legally secure and efficient police system that is under civilian control and subject to civilian monitoring". The Swedish support is expected to contribute to Albania´s alignment process to the EU and the more specific Swedish objective "access to justice". This position will be full time for 18 months and then will phase-out. The responsibilities for this person may include: to advise and assist with the development of work plans, developing methodologies for partnership and domestic violence, support and develop strategies to manage expectations from all stakeholders in the programme, as well as general advice on programme and financial management.
Eligibility
- Relevant University degree or equivalent
- Fluency in English, Command of Albanian is an asset
- Experiences from work described above (responsibilities).
Goals
- To improve the ability of the Albanian State Police to provide security and safety in a manner consistent with the principle of service
delivery and
- To increase trust in and willingness from individuals and communities to cooperate and actively work with the Albanian State Police to
reduce crimes.
