EUROPEAID/134046/C/SER/AL: IPA - STRENGTHENING THE CAPACITY OF THE CENTRAL FINANCING AND CONTRACTING UNIT (CFCU) FOR EFFICIENT IMPLEMENTATION OF EU FUNDS

Contract description

The purpose of this contract is to provide operational support to the Central Financing and Contracting Unit (CFCU) administration to enable it to effectively implement the EU-financed programmes and to ensure a high rate of absorption of EU funds.

The following results are expected to be achieved:

- CFCU capacities to manage effectively the procurement and contracting procedures according to PRAG requirements increased
- financial management system in place, fully functional, and CFCU staff capacities on financial management increased
- a proper monitoring, control and reporting system established and functional
- application package for conferral of management for policy area 'territorial cooperation' as soon as the new IPA 2 regulatory framework is defined (concrete instructions will be provided by the EU Delegation to Albania in due time)


Eligibility

Participation is open to all legal persons participating either individually or in a grouping (consortium) of candidates which are established in a Member State of the European Union or in a country or territory of the regions covered and/or authorised by the specific instruments applicable to the programme under which the contract is financed. Participation is also open to international organisations.


Budget

Maximum budget: 1 200 000 EUR
