Background
Since 2002, through a broad range of complementary interventions, UNDP has been addressing the main challenges at local level, including the institutional and human capacities for local development planning and delivering of pro-poor services; the challenges of the fiscal capacitates and resources for performance of decentralized services and poverty reduction; the risk of neglecting the pockets of poverty and exclusion, including vulnerable groups (women and youth in particular); and ensuring transparency, accountability and openness of local governments.
Responsibilities
- Conduct initial meetings with relevant stakeholders in order to collect necessary data and documentation;
- Review the current Methodology for measuring the index of Responsibility, Transparency and Accountability (RTA Methodology), policies and documents as well as on-going anti-corruption and integrity activities at local level
- Compare/analyze international best practices and experience in the area of “openness of local governments” that may be applicable for Macedonia;
Required Skills
- Master Degree in law or political science or specific education in the field of anti-corruption/ social accountability/open governance.
- More than 8 years of working experience in the areas addressed by the project with a good knowledge of the state of the art approaches and international best practices;
- Language proficiency in both written and oral English;
- Knowledge of languages of the region will be an asset.
