Background


The general responsibility of the Crisis Management Centre (CMC) is to coordinate disaster risk reduction activities through prevention, early warning and response activities at both central and local levels. The CMC has the following competences:  provision of relevant support to different entities of the national crisis management system (Governmental bodies: Steering Committee, Assessment Group); coordination of national measures and activities for crisis prevention, early warning and response; collection,  processing, analyzes and assessment of information/data related to relevant risks and hazards; provision of guidance and advice on measures and activities for the respective entities of the Crisis Management System (CMS); preparation of assessment methodology, its contents, structure, manner of keeping and updating the information and data, as well as determination of the entities of the crisis management system, preparation and updating of a unified Assessment of the Risks and Hazards relevant for the security of the country etc. UNDP in collaboration with the Crisis Management Centre (CMC) and other relevant entities on national and local level for more than six years is implementing a comprehensive set of activities aimed at strengthening national and local level capacities for disaster and climate risk management, ensuring effective and timely response to both natural and man-made disasters, as well as at increasing capacities for early recovery and emergency coordination.


Duties and Responsibilities

  - Familiarize with relevant crisis/disaster risk management legislative and institutional frameworks, both on national and local level, as well
    as the National Platform on Disaster Risk Reduction;
  - Review and analyze relevant regional and international spatial addressing systems/emergency management grids with an aim to evaluate
    the elements that are applicable to the Macedonian context;
  - Facilitate the process of consultation of the draft version of the Guidelines in close cooperation with the Crisis Management Center;
  - Prepare the final version of the Guidelines for establishment of a National Emergency Management Grid.


Required Skills and Experience

  - University degree in the thematic areas relevant to the assignment (natural/technical/ sciences). Advanced university degree is a strong
    asset;
  - At least 5 years professional experience in areas relevant for the assignment (crisis management,disaster/risk/emergency management);
  - At least 2 relevant assignments/projects in related areas (preparation of risk/hazard assessments/methodologies/plans etc.)
  - Full working knowledge of English.
