Background
Supporting the Social Inclusion of Roma and Egyptian Communities ( SSIREC) project that is funded through a contribution agreement with European Commission aims to further improve the social inclusion of most vulnerable communities consisting of Roma and Egyptians in Albania, with focus in the regions of Berat, Korça, and Vlora. This will be achieved through the improvement of living conditions of R&E communities through Community Upgrading Projects (CUP), capacity building activities aimed to Roma & Egyptian CSOs, support measures targeting Roma & Egyptian entrepreneurs, and assistance to the Technical Secretariat of the Ministry of Labour, Social Affairs and Equal Opportunities. All of the above will be supported by a comprehensive communication and visibility strategic plan. The methodology selected is based on hands-on support to active participation in community activities and businesses required and selected by the beneficiaries.
Objectives
- Participatory local planning through preparation of community development plans and implementation of small scale infrastructure projects in areas inhabited by Roma and Egyptian communities
- Strengthening Roma and Egyptian civil society capacity to combat discrimination and improve their successful participation in financial support schemes
- Job and entrepreneurship promotion for R&E Communities through provision of vocational training and assistance to businesses run by Roma and Egyptian people
- Support the implementation and monitoring of the Roma Decade Action Plan by strengthening capacities of the Technical Secretariat for Roma at MoLSAEO and facilitating access of Roma and Egyptian communities to the Office of Commissioner for Protection from Discrimination
- Raise awareness of R&E community members about policies, strategies and instruments for their social inclusion as well as advocate and promote their acceptance and integration in the mainstream society
Responsibilities
- Develop a work plan for this consultancy describing the methodology for provision of all requested services, explaining the process and outputs indicating also the timeframe, to be cleared by UNDP/SSIREC Project Manager
- Draft a community outreach plan for the staff of Commissioner with the purpose of informing socially-excluded Roma/Egyptian communities on services offered by the Commissioner and relevant procedures. The plan must take into account potential concurring elements of discrimination even within the R&E communities, i.e. sex, gender identity, poverty, disability, etc.
- Review existing standard complaint forms and procedures and assist staff of Commissioner in drafting an informative flyer on services and relevant procedures for obtaining services of the Commissioner, tailored in a user-friendly manner
- Draft training module on the community outreach plan, reflecting input and case studies also from the follow up training
- Facilitate one-day training for staff of Commissioner on community outreach with a focus on Roma and Egyptian communities
- Design and organize at least three public information events involving Roma and Egyptian communities as per the outreach plan (one in each region)
Requirements
- Master’s degree in social sciences, development or equivalent
- At least five years of relevant professional work experience, particularly in trainings on human rights of socially excluded minorities and preferably involving both legal and policy aspects
- Proven experience on designing, human rights and anti-discrimination training manuals, books, preferably including on Roma and Egyptian minorities
- Excellent drafting skills in English and Albanian
