Background

UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing the project “Third National Communication to UNFCCC”. The main aim of the project is to strengthen the information base, analytical and institutional capacity of the key national institutions to integrate climate change priorities into country development strategies and relevant sector programs by providing financial and technical support to prepare its Third National Communication (TNC) to the United Nations Framework Convention on Climate Change (UNFCCC).The project will further strengthen the dialogue, information exchange and cooperation among all the relevant stakeholders including governmental, non-governmental, academic, and private sectors. It is expected that this will result in achieving national consensus on the actions and measures that need to be undertaken to address the climate change related issues relevant for the country on a short and long term. This should be followed by firm commitment for allocation of adequate financial means for realization of the agreed actions and measures.


Scope of work


The overall objective of the assignment is to conduct a comprehensive Strategic Environmental Assessment of the Third National Communication on climate change.
During the implementation of the assignment the Contractor shall establish close collaboration with the Ministry of Environment and Physical Planning, governmental institutions and other relevant national stakeholders to ensure concurrence of the proposed measures/actions with the existing national policies/strategies.


Responsibilities

  - Review sectoral reports prepared by different national/international consultants and institutions
  - Identify the methodology to be applied to the assessment of environmental effects, outlining the key assumptions to be used and any anticipated constraints including uncertainty of effects and lack of information
  - Prepare a preliminary assessment of the potential environmental impact of the TNC arising from likely changes in activities due to associated programmes, plans and procedures
  - Conduct a public debate involving public opinion
 

Requirements

  - Bachelor degree in the thematic areas relevant to the assignment (e.g. environmental, technical or natural sciences); Advanced degree is a strong asset
  - Authorized National Expert by the Ministry of Environment and Physical Planning (MoEPP)
  - Minimum 5 Strategic Environmental Assessments prepared
