In 2014, all across Europe people will commemorate the outbreak of World War I war which jeopardised European civilisation and will celebrate peace restored within a reconciled and reunited Europe which the Western Balkans are meant to join. However, the reconciliation process among and within the Western Balkan countries remains to be completed. A vibrant civil society including a diverse cultural scene can contribute to further reconciliation. Nearly two decades after the end of the violent conflicts in the Western Balkans relations between the countries of the region and between different ethnic groups within the countries have considerably improved. Cross-border and regional cooperation has substantially increased covering a broad range of topics. Nevertheless, reconciliation processes remain to be completed and resentments continue to influence daily politics. This programme is designed to help completing the process of reconciliation in the Western Balkans: "Culture and history play a very important role in the reconciliation and confidence building process in the Western Balkans and as such were part of the cooperation strategy in the Stabilisation and Association process between the Western Balkans and the European Union.”

Objectives

The global objective of this Call for Proposals is: To contribute to reconciliation in the Western Balkans
The specific objective of this Call for Proposals is: To contribute to making 2014 a year conveying European values of reconciliation, diversity and the commitment to face challenges together in BiH, in the context of the commemoration of World War I which several Member States will honour in the EU."

Eligibility

In order to be eligible for a grant, the applicant must:
   - be legal persons
   - be non-profit making civil society organisations and/or cultural actors (including municipalities)
   - be established ia Member State of the European Union or candidate countries or potential candidate countries of the Western Balkans

Size of grants

   - Minimum amount: 100 000 EUR
   - Maximum amount: 250 000 EUR
