ADVISER ON BUDGETING AND FISCAL ANALYSIS

Description

To provide support to the Minister of Finance in development of improved budgeting process and new tools and
methodology for fiscal and macroeconomic analysis, institutionalizing changes in Ministry of Finance through
capacity building in Budgeting Sector and Sector for Macroeconomic and Fiscal Analysis.

Responibilities

  - Advise Minister of Finance on the necessary improvements, addressing weaker areas, leading towards
improved budgeting process in the Ministry
  - Suggest and quantify new fiscal measures necessary to achieve substantial fiscal consolidation for mid –
term budget (2014-2016)
  - Assist with preparation of action plan for implementation of measures in 2014-2016 and monitor its
implementation
  - Map current practices in the Ministry, propose implementation of best practice in the field of budgeting,
especially in the areas where current state is far from relevant benchmarks
  - Together with all relevant stakeholders in the Ministry, develop set of actions that can address mid-term
opportunities to enhance overall capabilities of the Budgeting Sector in the Ministry of Finance, followed
by discussion, prioritization and short-listing in order to obtain relevant set of actions
  - Monitor implementation of actions, ensuring that there is full ownership of the process and the final results
by responsible persons in the Sector
  - Understand in details current deliverables and tools used by Sector for Macroeconomic and Fiscal Analysis
and identify key improvement areas. Get direct insights on system and “soft” issues from the Sector staff
  - Present the results of the diagnostic phase during the workshop with the Sector team
  - Develop transformation road-map with defined key milestones and new deliverables and tools to be
achieved at desired end state, monitor results and ownership during the implementation
  - Engage actively in ad-hoc one-on-one coaching and support development of civil servants’ technical and
soft skills
  - Share acquired knowledge and expertise, and discuss lessons learned within the Ministry, with the
emphasis on higher level of cooperation and communication between different sectors within the Ministry

Requirements

  - Minimum BA in the field of economics, law, organizational sciences or related field
  - Broad understanding and knowledge of economic, strategic, business, and risk management issues
  - Minimum 2 years of working experience and top strategic/financial/management consultancies
  - Experience in due diligence, advisory, management and financial consultancy
  - Thorough understanding of the Serbian economy
  - Strong information technology (IT) skills
  - Written and spoken proficiency in English and Serbian
