Description
To provide support to the Minister of Finance in designing medium-term fiscal policy framework, as well as support
in drafting fiscal consolidation measures for period 2014-2016.
Responsibilities
- Advise the Minister of Finance on the manners to improve short and mid-term macro-fiscal forecasting,
leading to more reliable information basis for policy-making process
- Advise the Minister of Finance on the structure of fiscal consolidation framework for Serbia in 2014-2016
- Assist the Ministry of Finance with preparation of the 2014-2016 Fiscal Strategy
- Develop models for evaluation of the size of different fiscal consolidation measures, to be included in the
agenda
- Evaluate the economic implications of different fiscal consolidation scenarios (impact on growth,
investment, employment, poverty, etc.)
- Assist the Ministry of Finance with preparing macro-fiscal forecasts and policy measures, necessary for
start of negotiations with the IMF on potential stand-by arrangement
- Advise the Minister of Finance on the priorities in terms of tax and expenditure policy reforms
- Develop framework-agenda for tackling shadow economy in Serbia
- Assist the Ministry of Finance with preparation of the Tax Authorities reform agenda
- Assist the Ministry of Finance with development of public debt dynamics model
- Assist the Minister of Finance with fundamental evaluation of different proposals of tax policy reform,proposed by external stakeholders
- Assist the Minister of Finance with analysing the possibility of pro-growth tax and parameterization of such
reform
Reqirements
- Minimum Master degree in the field of economics, law, organizational sciences or related field
- Broad understanding and knowledge of economic, strategic, business, and risk management issues
- Minimum 5 years of working experience in the field of economics
- Experience in due diligence, advisory, management and financial consultancy
- Thorough understanding of the Serbian economy
- Strong information technology (IT) skills
- Written and spoken proficiency in English and Serbian
