Description
The objective of the assignment is to support Ministry of Labour and Social Policy in its efforts to develop policies and programmes to increase Roma employment rate in the country.
The consultant is expected to identify and recommend areas for improvement and/or adjustment in the existing active labour market measures.
Based on the findings from reviewing the success rate of Roma candidates in Government supported ALMMs or other major employment programmes and interventions, implemented at local level including by the civil society sector, which among others, target Roma and identification of the major obstacles and barriers the Roma candidates face in accessing and participating in these measures, the consultant is expected to develop and propose new models for addressing unemployment of Roma in the country.
Upon review and approval by the relevant stakeholders, these models will be piloted in four municipalities targeted with this programme i.e Kumanovo, Prilep, Tetovo and Suto Orizari. He/she is expected to refer to and present successful models of including vulnerable groups of the population at the labour market that could be applied in promoting Roma employment.
Responsibilities
-Gather and review all available information and statistical data about the employment opportunities in the country and Roma inclusion in it for the period 2007-2012; To liaise with national stakeholders from the Ministry of Labour and Social Policy, Employment Service Agency, local self-government, civil society organizations, UNDP self-employment unit and other parties involved in the Roma employment processes in the country and collect views and lessons learned from implementing various active labour market measures such as vocational skills and entrepreneurship trainings, subsidized employment, business start-ups, internship, community services, and other;
-To liaise with civil society organizations and experienced experts and solicit their views on the major factors and reasons for low participation and low success rates of Roma candidates;
-To gather and analyze information collected from 4 focus groups’ meetings from successful and unsuccessful Roma candidates in the active labour market measures or those that have not applied in any Government or civil society supported employment promotion measures about the institutional, policy or capacity gaps that prevent a more notable engagement of Roma in the employment programmes;
-To gather and analyze information collected from interviews with representatives from the key national stakeholders involved in the employment processes in the country about their professional opinion and observations about institutional, policy or capacity gaps that prevent a more notable engagement of Roma candidates in the employment programmes;
-To collect examples of successful models from the region or EU member states for effective inclusion of vulnerable groups of population in the labour market;
-To identify and recommend, based on the review findings, areas for improvement and/or adjustment in the existing active labour market measures or develop new ones; and
-To propose a model for review and addressing the unemployment issue to be piloted in the target municipalities of this programme i.e. Kumanovo, Prilep, Tetovo and Suto Orizari.
Requirements
Knowledge and skills:
-BA in Economics or Social Sciences. MA will be considered as a strong asset.
-Experiences in review and interpretation of data to diagnose the situation of minimum 5 years with strong understanding of and experience in social and economic parameters relevant for the inclusion of vulnerable groups in the country;
-Experience in review and interpretation of data relevant to Roma inclusion will be considered as an asset;
-Ability to identify and address issues in a systematic manner especially in analysis of targeted areas of Roma inclusion will be considered as an asset;
-Ability to conceptualize analytical frameworks based on available information and recourses;
-Experience in working with people of different cultural, ethnical and religious background, different gender, and diverse political views. List at least 3 projects/programmes/services where work was done with people of different cultural, ethnical and religious background, different gender, and diverse political views;
-Strong communication and organizational skills and excellent computer skills, ability to use information technology as a tool and resource;
Experience:
-at least 5 years’ professional experience in projects/programmes/strategic documents review and in data collection, analysis, surveys, forecasting, social, financial and economic analysis is required;
-experience in job/s requiring ability to absorb, analyse and systematize large amount of complex information within tight deadlines
-Experience in working with Macedonian state institutions. List at least 3 State Institutions with whom the applicant has worked in the past presented under the “Knowledge and skills” and “Experience” sections;
Language Requirements:
Language proficiency in both written and oral Macedonian and English. Knowledge of Romani language will be an asset.
