Background

In the last five years, the government of the Former Yugoslav Republic of Macedonia has increased efforts, with the support from the Non-Governmental organizations, in combating and preventing the phenomenon of domestic violence. Changes in the legislative framework have been done to adequately address the issue and improve the protective and preventive measures.
In support of the government effort, agencies of United Nations in the country developed a multifaceted Joint Programme on Domestic Violence that has the overarching objective to strengthen the National Capacities to Prevent Domestic Violence. The Programme aims at supporting the Government and the civil society sector in improving inter and intra sectoral coordination and strengthening the mechanisms for prevention of violence and provision of adequate support services.
The Joint Programme contributes to the implementation of the National Strategy for protection against Domestic Violence (2008-2011) which provides a set of objectives and intervention strategies.
Specifically, UN Women facilitated a process of consultations and discussions with several NGOs around the criteria and minimum standards organizations should fulfill in providing legal aid to survivors of domestic violence. Final result from this process was a common understanding that minimum, desirable, standards are crucial in ensuring quality and equal delivery of services. Subsequently, Minimum Standards for NGOs providing Legal Aid to survivors of DV were developed in close coordination with Ministry of Labor and Social Policy and other organizations providing services in response to violence against women.
UN Women is seeking to recruit a local consultant that will provide an independent evaluation of the results of the projects for piloting standards in provision of free of charge legal aid to survivors of domestic violence.

Requirements

     - University degree or equivalent in law, social sciences, sociology or related studies. Advanced university degree would be considered an
       advantage
     - Knowledge of Macedonian language and fluency in spoken and written English is a must
     - At least 3 years professional experience in area of gender issues, violence against women or legal assistance  
     - Knowledge of policies and practices in protection of survivors of domestic violence with specific reference to legal aid provision and
       coordination mechanisms between relevant stakeholders;
     - Strong gender expertise
     - Excellent analytical skills and experience in field research
     - Previous experience in carrying out at least one programme/project evaluations
     - Strong organizational and coordination capacities
     - Ability to work as member of team with persons from different cultural, ethnic and religious background
     - Advanced knowledge and understanding of the civil society sector
     - Ability to work under pressure and tight deadlines.

Responsibility

     - Develop evaluation methodology and finalize it based on consultations with UN Women;
     - Conduct desk-top review of key documents, process and analyze the statistical data on legal aid services provided;
     - Assess the extent to which legal aid standards identified in projects have been piloted, evaluate against the set of standards developed for
       CSOs, identify gaps/challenges and provide recommendations for revisions/adjustments (relying on CoE minimum standards for services
       in response to Violence against Women and the Capacity and Needs Assessment of Legal Aid providers in The former Yugoslav Republic
       of Macedonia);
     - Identify key informants, conduct focus groups meetings, face-to-face and/or phone interviews;
     - Present preliminary evaluation results to UN Women project office and key project partners/staff;
     - Share the final evaluation report to selected stakeholders for validation and based on their feedback finalize the evaluation report and
       submit to UN Women;
     - Make a presentation of the evaluation at a closing conference of the Joint UN project for Strengthening National Capacities to prevent
       Domestic Violence
