Background
During 2011 and 2012, under the UN Women project “Advancing Women`s Social and Economic Rights”, UN Women in Serbia has been cooperating and providing targeted assistance to selected local gender equality mechanisms to enhance their capacity and influence to ensure that there are strong gender equality dimensions in local policies, strategies and budgets that are relevant to women's economic security and rights.
Objective
The objective of the assistance is to map the existing materials aimed at capacity development of local gender equality mechanisms (such as manuals, assessments, curricula, etc.) and to propose standardized capacity development programme, outlining set of minimum required knowledge and skills for the gender equality mechanisms in line with their roles, responsibilities and needs.
Responsibilities
- To review and map the existing materials aimed at capacity development of local gender equality mechanisms in Serbia and to identify gaps, in line with local GEM’s mandates and functions
- To propose standardized capacity development programme outlining set of minimum knowledge and skills for the local GEMs which will include:
- Brief overview of existing materials/curricula for local gender equality mechanisms’ capacity development;
- Proposal for a comprehensive capacity development programme that will cover the minimum required set of knowledge and skills needed for local gender equality mechanisms to perform their roles effectively as defined by their mandates; the programme should include a list of key modules to be covered
- Content of proposed modules including: goals and expected results of the sessions (modules), content of the sessions, sessions milestone and proposed methodology of work
Requirements
- University degree in Economics, Gender Studies, Public Administration, Management, Public Policy, or related
- Recognized expertise and experience in gender mainstreaming and capacity development of gender equality mechanisms
- Substantial experience in conducting analysis in the context of local gender equality mechanisms, their roles, functions and capacities
- Experience in delivering training programmes, toolkits, evaluation and monitoring matrices
- Familiarity with public administration at the local level
- Excellent oral and written communication in Serbian and English required
