EMS/ IPA 2011-WBIF- INFRASTRUCTURE PROJECT FACILITY- TECHNICAL ASSISTANCE 3 (EMS 4814)- DEPUTY TEAM LEADER - ECONOMIST AND /OR FINANCIAL ANALYST

Global objective

The overall objective of the project is to contribute to the improvement of the infrastructures in the candidate countries and potential candidates.

Required qualifications

- Academic background as an economist and /or financial analyst.
- Degree in management would be an advantage.

General professional experience

- Minimum 10 years of general working experience
- Minimum of 5 years of project management experience, in particular as team leader and co-ordinating of a multi-disciplinary team of senior
  professionals.

Specific professional experience

- Specific working experience in at least 2 of the 4 infrastructure sectors (environment, transport, energy and social); with regard to this,
  complementarities of experience with the team leader would be highly desirable.
- Minimum 5 years relevant experience in economic and financial analysis of investment projects.
- Having provided financial affordability analysis of beneficiary institutions in relation with at least 2 investment projects financed by at least
  one of the four IFI (EIB, EBRD, CEB, KfW) concerned with this project
- Familiarity with EC procedures/ requirements
- Experience in the IPA countries listed in the Annexes I and II of the Council Regulation EC 1085/2006 is highly desirable.
- Experience in working with national administrations of Transition Economies would be an advantage.
