Responsibilities
- Manages all aspects of the PDU Police Affairs Division, supervises the work of four international and seven national staff
- Provides recommendations to the department's and unit's leadership, Ministry of Internal Affairs and other partners in the analysis,
development, implementation and evaluation of Democratic Policing and Police Reform strategies
- Implements or assists in the implementation of Democratic Policing and Police Reform projects that respond to identified needs from the
OSCE, national and international partners, within the frame of mission's mandate and available resources
- Monitors, mentors and guides the national counterparts on improvement of the Community Policing practices at Skopje Sector for Internal
Affairs
- Organizes, facilitates or participates in various meetings or working groups with national and international partners at Skopje region,
following the mission's standard procedures and guidelines
- Manages the design/formulation of the budget, action planning and daily operational schedules of the PDU Police Affairs Division
- Oversees all projects and the day to day activities and reporting requirements of the Police Affairs Division
Requirements
- Police administrative courses on human resources management and general police management
- Minimum 10 years of diversified and progressively responsible police experience including at least 12 months at management level
relevant to the actual post
- Extensive experience of supervisory, management and planning, dealing with multiple projects and implementing programmatic strategies
- Experience with implementation and management of Democratic Policing, Community Policing, Internal and External Oversight of Police,
in the wider field of Police reform
- Experience in project management, especially in identification and evaluation
- Demonstrated analytical skills as well as maturity of judgement
- Clear understanding of International Human Rights standards together with their implications, with regards to public security and safety
operations and development
- Experience in identifying, developing and implementing training measures as well as analysis of training needs
