Background

Laying down the basis for generation/application of unified mechanisms for disbursing Local Self-government Units (LSU) funds foreseen for civil society organizations’ (CSO) project-based activities in accordance with local service needs and identified priorities. Production of evidence-based policy options and solutions for specific municipal problems/issues concerning budgeting of municipal resources for CSO financing. The overall aim is to align the existing rules and guidelines of LOD II partner LSUs for distribution of funds to CSOs with focus on project-based approach. ; in other words to align it with the LOD methodology for distribution of funds to CSOs. The LOD methodology is a set of procedures, rules, guidelines and templates produced based on inputs from EU rules and regulations for distribution of funds to CSOs, UNDP internally developed documents and experience of UNDP staff dealing directly with the BiH municipalities and CSOs. The produced report will be used as a supporting document and will make a direct impact on the LOD II second immediate objective which is to generate unified mechanism for disbursement of municipal funds foreseen for CSO project-based activities. This is in part related to ensuring sustainable source of funding through LSUs’ budget lines for financing CSOs’ projects. LOD II partner LSUs will benefit from the expertise provided by the Consultant because of rather limited experience of municipal civil servants in this field. The project will be implemented for the benefit of the following LSUs: Bijeljina, Derventa, Foča, Grad Sarajevo, Gradiška, Jablanica, Ključ, Ljubuški, Prijedor, Tešanj, Trebinje, Tuzla, Srebrenik, Zavidovići and Zvornik. Background Information The overall objective of LOD is to contribute to the democratic stabilization, conciliation, and further development of Bosnia and Herzegovina through support to select municipalities in establishing improved local authority/civil society relations and facilitating financing mechanisms for improved service delivery. Premised on the larger objective, the purpose of the project is to focus on institutionalizing the principles of relationship between local authorities and civil society organizations and raising awareness on the significance of such principles, strengthening the capacity of different stakeholders to better engage in this relationship and, establishing a transparent and consistent municipal funding mechanism to support implementation of priority projects and ensure service delivery activities by civil society organizations. Gender sensitivity and promoting multi-ethnic interventions will be given special consideration in each objective and all activities. Throughout all the activities, the project aims to develop capacities of LSUs and CSOs in various fields that generally relate to project based transparent financing of CSOs through LSU (public) budgets.

Requirements

     - Master’s degree in law, public policy, public administration and finance or a related social science field or equivalent experience with
       university degree.
     - A minimum of 5 years of professional experience.
     - Experience working on policy development and analysis preferably dealing with local governance and BiH institutions, and civil
       society/NGOs.
     - Expertise in public finance is an asset.
     - Fluency in both written and spoken English and local languages.

Responsibilities

     - Carrying out individual in-depth analysis of all 15 LOD II partner LSUs
     - Carrying out tailored interviews (in person interviews or telephone interviews) with each of the LOD II partner LSU, focusing on
       challenges and steps regarding full transition to unified mechanisms (LOD methodology) for disbursement of municipal funds allocated
       for CSO
     - Presenting the results of the analysis to the LOD II Project Team
     - Producing a draft document in a form of report/analysis containing detailed analysis, findings, and recommendations with regard to the
       legislative adoption of the LOD Methodology the LOD II partner LSUs
     - Producing a final document in a form of report/analysis containing analysis, findings, and recommendations with regard to the
       legislative adoption of the LOD Methodology in the LOD II partner LSUs
