Background
Bosnia and Herzegovina became a member of the United Nations Framework Convention on Climate Change (UNFCCC) on December 6, 2000. Under its status as a non-Annex I party to the UNFCCC, Bosnia and Herzegovina is obligated to undertake the following reporting activities such as: to calculate annual GHG emissions using a defined methodology and reporting to the Conference of Parties (CoP) of the Convention; introduce and implement measures to mitigate the consequences of climate change by regulating anthropogenic emissions and adaptation measures to climate change; cooperate in the development and transfer of technology, methods and processes that lead to limits, reductions and stabilization of GHG emissions; include an assessment of climate change impacts and appropriate strategies and economic development policies that aim to minimize negative consequences of climatic changes for the economy, the environment, and the health of the population; conduct systematic observation and research, data exchange and information sharing on climate and climate change with the aim of improving scientific findings on the causes and consequences of climate change. This Project will not only support the country of Bosnia and Herzegovina in meeting its above specified obligations as a UNFCCC signatory but will also serve as a significant strategic document for sustainable development. The cross-cutting nature of the FBUR process will foster relationships across entities and economic sectors, by establishing linkages between environment and other sectors.
Objective
The overall objective of this assignment is to provide an updated chapter of CC mitigation actions and their effects It includes updated analysis of low-cost measures to reduce emissions intensities in selected key sectors, estimation of baseline scenarios for emissions from each sector given any changes in state or entity-level policies and programs; quantification of potential emission reductions for each measure/mitigation scenario through the year 2040; estimation of a feasible timeline for implementation of each measure/mitigation scenario; identification of key obstacles and constraints, and what would be required to overcome them. A description on the country arrangements to enable the implementation of national appropriate mitigation actions (NAMAs) including the establishment of a NAMA Registry for Bosnia and Herzegovina is also part of this activity. Support will be provided to identifying NAMA development potential in different sectors and to understand the different types of financing and co-financing that will be involved in various projects.
Responsibilities
- Prepares a detailed work-plan for mitigation analysis on the basis of the overall project work plan
- Establishes the team of experts for performing the mitigation analysis
- Develops the scope of work and respective terms of reference for the team members
- Leads and oversees the mitigation analysis team
- Leads the data and information collection process
- Select and implement the methodologies for the elaboration of scenarios till 2040
- Leads and oversees scenarios development in identified sectors (energy, agriculture, transport, forestry and waste) and update
- Review the status of relevant policy and legal framework
- Review activities of local government and other donors in this field
- Prepare summary of mitigation actions
Requirements
- Degree in engineering sciences
- Minimum 10 years of experience in areas relevant to mitigation activities
- Demonstrates integrity and fairness by modeling UN values and ethical standards
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
- Knowledge on BiH gender equality mainstreaming institutions, regulations and mechanisms
- Excellent communication skills
- Excellent analytical skills
- Strong oral and writing skills
