Description


Support to the social inclusion of the most vulnerable groups, including Roma, through more diversified community-based social services, in Serbia


Responsibilities

   - Managing the project team and act as liaison for all project activities between the MoLESP IPA-JU, the Contracting Authority and the grant scheme beneficiaries
   - Assuming responsibility for the overall implementation of the project activities and achievement of project results
   - Monitoring progress in line with the approved work programmes and budget provisions so as to ensure timely achievement of the interim progress milestones and ultimate project results, as well as a high quality of all project outputs
   - Provide expertise in specified areas of social inclusion policies, including implementation and enforcement of relevant legislation, according to the work break-down structure proposed by lhe Conlraclor
   - Be responsible for detailed analysis of all the outputs and correspondence produced or circulated by the project and their full quality assurance
   - Contribute to other activities of the project team, details of which will be determined during lhe Inceplion Phase of the project


Requirements

    - Bachelor’s degree in the fields of Economics, Human Resources Development, Public Administration, Law, Psychology, Social Sciences or equivalent or other relevant discipline
   - proficiency in English
   - excellent communication and analytical skills
   - extensive experience in report drafting
   - excellent team working abilities
   - Minimum 8 years, preferably 12 years, of post-graduate professional experience in developing and implementing social inclusion policies and services at national or local level gained in any country covered by article 19 of the IPA Regulations
   - Minimum 8 years, preferably 12 years, of post-graduate professional experience in capacity building of Public Administration at central or focal level
   - Experience in leading teams in the public or private sector and/or in donor funded projects in one to three projects of similar complexity
   - Minimum 5 years, preferably 10 years, of post-graduate professional experience in the formulation or evaluation of policies for the financing and provision of social services, or in monitoring the delivery of social services
