Background
The National Strategy for Roma Inclusion 2005 – 2015 was adopted by the Government in 2005.The Ministry of Labour and Social Policy (MLSP), which is responsible for coordination of the implementation of the Roma Inclusion Strategy, is also responsible for the preparation of the respective Annual National Action Plans and the Operational Plans. The process of preparing the 2014 Operational Plans in the area of employment, education, health and housing as well as the revision of the current Strategy to align it with Europe 2020 is being initiated.
Responsibilities
- To provide detailed information to Roma candidates interested in entering Active Labour Market Measures with focus on the rights and
responsibilities arising from them
- To develop Assessment Questionnaire and conduct assessment of interested Roma candidates professional capacities and potential, prior
education and work experience thus supporting their decision making for entering in the Government’s employment programme and
selection of the most appropriate measure based on the assessment findings; The assessment will be done only upon the request of the
interested Roma candidate(s)
- To provide continuing advice, consultations, and monitoring of candidates who entered some of the Employment programme measures to
assure successful completion of the employment measure until employment or improvement of professional skills; The activity foresees,
but is not limited to: face-to-face meetings in the Mentoring Center ; field visits; telephone and online communication and consultations
and other manners of communication agreed between the mentor and mentee
- To provide regular follow up of the employed/trained candidates three (3) months after successful completion of the selected employment
measure with continuing advices and consultations
Requirements
- BA in Economics or Business and Administration. MA will be considered as a strong asset
- Knowledge on the employment opportunities in target municipalities as well as knowledge on the local and global economic development
and employment related issues is required
- Experience in working with people of different cultural, ethnical and religious background, different gender, and diverse political views
- Strong communication and organizational skills and excellent computer skills, ability to use information technology as a tool and resource
- at least 3 years’ professional experience in business mentoring, counselling advising and training with strong understanding of and
experience in social and economic parameters relevant for the inclusion of vulnerable groups in the country
- experience in human resource development will be considered as an asset
- Experience in working with state institutions, local authorities and civil society organizations
