Background
The project National Biodiversity Planning to Support the Implementation of the CBD 2011-2020 Strategic Plan in Croatia builds on the current status and achievements of Croatia with respect to its obligations vis-à-vis the Convention on Biological Diversity (CBD), in particular the country’s biodiversity planning and Convention reporting processes, and its commitment to implement, at the national level, the CBD’s Strategic Plan for the period 2011-2020.
Responsibilities
- Identify key gaps in the existing NBSAP in regards to the CBD Strategic Plan, EU Biodiversity Strategy to 2020 and RMS
- Facilitate national target setting based on recommendations for the new NBSAP (from Report on State of Nature), as part of national
efforts to implement the CBD’s Strategic Plan for 2011-2020 and EU Biodiversity Strategy to 2020 (SMART Biodiversity Targets for
Croatia developed)
- In relation to target setting, assist in development of indicators for NBSAP (draft proposal of NBSAP indicators developed) and
development of monitoring framework
- Assist Croatia in fulfilling all obligations deriving from CBD COP decisions in relation to the RM (as specified in the ToR)
- Develop concept for setting baseline levels and propose framework for monitoring implementation of the RMS, in line with CBD
- preliminary reporting framework
- Outline of the Strategic guidelines, targets and actions for resource mobilization for the implementation of the NBSAP is produced
country specific Resource mobilization strategy as integral part of the NBSAP developed
Requirements
- Graduate qualifications in the Natural Sciences, Economy or a related field
- At least 8 years of experience in nature conservation of which 4 years in strategic planning for biodiversity
- Expertize in monitoring framework development will be considered as advantage
- References in preparation of NBSAP
- Experience in project management
- Relevant knowledge of multilateral environmental agreements and EU biodiversity policies
